It’s pretty simple, all you’ll need are witch hats, twine (or any ribbon or string equivalent), scissors, and scotch tape–I’ve never had an issue with scotch tape ruining my walls, or falling off easily, however, feel free to use an alternative.
Step 1: Tie the string on the top corner of the witch hat

Step 2: Tape them up on the ceiling
I personally prefer them up in different heights for more of an impact, but you can put them up the same height if you prefer.
